Pull Kbuild fixes from Masahiro Yamada:

 - Eliminate the fdtoverlay command duplication in scripts/Makefile.lib

 - Fix 'make compile_commands.json' for external modules

 - Ensure scripts/kconfig/merge_config.sh handles missing newlines

 - Fix some build errors on macOS
