Its registrations shadow same-named globals, receive only that agent's dispatches, and unwind with the agent; async effects such as background-task cleanup are awaited. `CreateAgentOptions.setup(agentCtx)` composes the scope before publication. The [semantic-gates RFC](rfc/implemented/process/2026-07-14-typescript-program-backed-semantic-gates.md) defines typed resolvers that derive carrier checks from merged `Events` signatures and `scopeTarget`, eliminating the handwritten event table.
